Do you think "Frost Jolt" is Over Powered?

I'd say the problem is with dwarves rather than frost, even though as other people pointed out dwarves are still playable definitely.

 

If you think dwarfs are unplayable you need to actually play the game a little more. I get that they lost some power with the change to step attacks but unplayable? hardly. They still have some of the best racial skills in the game one of which clears you of encumbers and such. Before the step attack fix they where hands down the best race in the game.
