It wouldn't work very well if it was auto but I agree with banning of fraudulent reporters.

And how are you planning on banning those fraudulent reporters? As rinco said in his other post "All you need is a Tor client, some spare time and no morals."

According to the wiki you can block requests from known Tor IP addresses with TorBlock.

Alternatively you could have those IP addresses's reports be negated.
