You can't currently. You can hire new lvl 1 characters in the inn after the tutorial if that's what you're looking for. An account reset needs the intervention of a dev.
You can also sell all your stuff and delete your current characters. That's as close as you can get without devs' help.
Thx. Its so strange rule - no reset and no way to have 2 accounts. They really should think about that.
There's no rule about not resetting - it's just not currently possibly, either due to not being coded or due to avoiding accidental resetting. Two accounts however is another matter. If you aim to restart on another account and leave your old one inactive and behind, I suspect this would be ok - if you post the account you want deleted.
