Winds of War maintains effect without line of sight?

    Winds Of War was cast on two of my party members. One of them, Kolo, successfully made a Reflexive Teleport and moved out of line of sight from the attacker. However, he was still affected by both the damage (which was reduced by his armor) and the effect. Here is the log:

    My suspicion is that it is either due to the other target still being affected, or some other compatibility issue (that many reactive move cards seem to have).
