Winds of War has a dual red/orange background, but is not a Boost. Not sure if I'm missing anything, but I don't think so.
Interestingly, I've seen the AI use it on its own buddies quite regularly. It's possible that the movement power is highly valued. However, one could argue that Winds Of War should therefore be (half-) colored purple like Telekinesis. Or, say, solid red just like Force Blast, Barge, and various Bashes. As you imply. Edit: Wait! The card named exactly Bash is both red and orange, because it has the property of boosting other Bashes. Do you suppose that they copied the background to Winds of War by mistake?
