What triggers unlocking new levels?

Is it hitting a certain level? Completing a certain dungeon? Completing a certain number of dungeons? It's a pain to go back to gray levels I leveled past but didn't do, so I was wondering if I needed to make a new party to clean them up.

It's completing certain adventures I believe?

As I understand it, completing any adventure of a given level opens up the next two levels of basic adventures.

However, there are also modules that require specific adventures to be completed, usually because they are part of a story sequence. For example, completing "Dungeon of the Lizard Priest" unlocks the continuation in "Slub'Guts's Sanctum."

    Yep, that's currently correct.
The level unlock sequence is a bit placeholder at the moment. Once we get all the narrative stuff in it should be a lot more structured/interesting.

You should keep that really hard level 2 adventure as is, and have Gary unlock it AFTER you beat a few of the level 3 adventures as an in game joke. I think that would fit the "4th wall breaking" nature of this game quite well.

The next build will have some slightly re-shuffled early game adventures.
