I am doing the "Return to Astral Shrine" quest, and picking the "All your levels are reduced to 4" quest. My warrior is equipped with the Acrobat's Blade, which normally costs 2 blue power tokens to equip, and it still lets me into the quest anyway, despite not having enough power tokens. Edit: Seems that I am allowed to use up to 5 power tokens of any color, even though it should be zero. Also seems that I can only exploit this on the first mission of the quest.
