[Suggestion] Retry failed spawns

Right now, if a char fails to spawn the game immediately gives up and moves on to the next char. This happens when the char is trying to spawn on Blocked or Impassable terrain, or there's another char in the way. This usually is due to carelessness from the board designer (especially with large figures), but now it also happens with respawns if another char moves onto the spawn point.

I would prefer to have the game responded to a failed spawn by atempting a spawn point not tried yet, repeat until successful or you run out of spawn points. (I'm pretty sure the game already tracks which spawns have been already tried, otherwise I'd expect it to take much longer to randomly place 100 chars on 100 spawns.) I've attached my old Spawn Test scenario as an example of what I want: the 12 boxes are supposed to contain exactly one char each, but it should be random which player controls each box.

Another thing about respawns is that only chars that died can respawn; chars that failed to spawn the first time (for example, because there weren't enough spawn points) will never respawn. I'd like an option to have the respawn code go through the original group list and try to spawn every char not currently alive. This would allow me to make scenarios with waves of enemies, each wave waiting until the previous wave clears the spawn points. I've attached my league scenario Kobold War as an illustration.
