I have yet to test it, but I'm assuming Scouting Run must have a target to function and that it cannot be used simply to move 3 w/o targeting another character. If this is in fact the case then it is like Short Perplexing Ray and should include the move portion only in the text and not with the step symbol. Those looking quickly will expect a number on an all red attack card in that position to be a damage value. I almost made that mistake myself and just saw someone in MP chat identify making the mistake as well. If instead it does allow a move w/o targeting, then it should be a move/attack combo card and probably have a base color of blue with red as the secondary color.
