I think that dwarves should only be able to move a max of two squares with step moves, humans three, and elves four. So if a dwarf uses nimble strike, it would only move two squares instead of four (while an elf would be able to move all four steps). Then we don't have the ridiculous situation of a dwarf warrior racing around the field with nimble strikes and trivializing its racial drawback. The tooltip on the step keyword could be changed to make this clear. This would make elves the only race that could fully utilize nimble strike and we may see better racial diversity in multiplayer (plus then nimble strike might not need a nerf). Bonus: consider changing hard to pin down to Step if the block is triggered, since a dwarf moving three squares from it after a block is crazy. Note that I think a dwarf with frost jolt on it should still be able to move two squares with a nimble strike (frost is already strong enough against them).
