The idea is simple: Characters lvl 18 with 8 yellow tokens for build. If that is hard to implement, let it be lvl 21 with 10 tokens. Also the idea of characters lvl 18 with 8 blue tokens, or no tokens could be fun too.
The big problem here is that the deckbuilder doesn't know which league you'll be using the party for, so it can't know how many tokens to offer.
Maybe if the league allows you to change team when you join to a match and you could search for a team on campaing storege. For blue and no token the solution could be not be allowed to click for a league match because you have tokens or yellow tokens.
Or maybe the the league could check your deck when you click the join battle button (in the case of the no token league) and not cue you for a battle if you are using tokens. The problem with a no token league is it all comes down to how many strongarms you have.
