So, my Elf warrior is currently using Heavy Armor in the deck thanks to its incredible protection power and the Encumber having less impact on Elf than the others. However, I notice that when I use step card like Penetrating Lunge, my character can step first, attack, THEN the Heavy Armor image will appear, far too late to hinders the step. Given the wording of Encumber as well as that Heavy Armor procing afterword, I believe it might be a bug, but on the other hand it feels like a neat trick for warrior to use those Heavy Armor and stepping around smashing faces.
It's known - and currently how the game works, steps cards not being affected by encumber. It does feel like it should though, so I believe BM is looking into any solutions - might be a bit hard to solve is my guess, based on how step cards work/trigger.
I believe that the order of resolution looks like:1. Effects that take place immediately. 2. Cards that react to a card being played (Encumber is an example) 3. Cards that react when a card targets a character (blocks, dodge) 4. Cards that react when a character takes damage (armor, vulnerable) 5. Finish original card.So it seems the Step keyword is processed in the first tier (not that I have direct knowledge, but it fits). Encumber cards then show up afterward because a half-blue card has been played, but too late. They probably did this because of cards like All Out Attack that react to the red half of the card being played -- you'd be kinda upset if you stepped to a no targets spot and wasted your big boost on empty air. It'll need extra processing logic to untangle line 2 into the two distinct components of Step cards.
