....I jumped into a match to take a look at a suspected staller this morning. Upon entering the match, both timers did not move, and nothing happened in the match. I was able to chat within the match, but no action occurred. At the same time, the player who informed of the stalling stated the timers were going down, and that they were seeing the 'still thinking' message from the opponent. I saw 17:26 - 16:05, the player stated it started when the opponent was around 11:00, and had to wait until it was 0:00 for the win (through the 'still thinkings') A browser refresh did nothing. Not sure what is happening, of if this is what I am supposed to see until someone does something in the match. I also couldn't moderate anything, as I didn't actually see anything.
Based on my spectating experiences, I think that's what happens for spectators if there are no actions by either player after you arrive on the scene. An observed action is required to start the player timers for a spectator. The opponent was indeed stalling.
