Smoke Bomb creates a Smoke Terrain overlay. It doesn't really "attack" anybody or cause harm to one's health, hand of cards, or ability to act except indirectly by blocking sight. (Compare to directly disabling effects such as Halt.) It's just a sort of obstacle on the board. This sounds to me like a Utility card.
