Should Charge be played multiple times by enemy groups?

I found it a bit strange that the enemy groups can charge forward with all of the characters with a single card.

I understand that it is a move card, and works as such. I'm wondering if this is intended or an oversight. A whole group of enemies charging you with a single card can be pretty rough.

In the following log you can see from one charge card being played:

BATTLE LOG: Scenario=Gnome Entry,Room=GNOM (Blindsight),RoomID=147502,Msg=The active player is now Gary
    BATTLE LOG: Player=Gary,Scenario=Gnome Entry,Room=GNOM (Blindsight),RoomID=147502,Event=PlayAction,Action=Charge,Instigator=Hixy,Targets=
    BATTLE LOG: Scenario=Gnome Entry,Room=GNOM (Blindsight),RoomID=147502,Player=Gary,Actor=Hixy,Event=Move,Origin=(5, 4),StartFacing=(0, -1),Destination=(6, 4),EndFacing=(1, 0)
    BATTLE LOG: Scenario=Gnome Entry,Room=GNOM (Blindsight),RoomID=147502,Msg=Hurthin took 4 damage
    BATTLE LOG: Scenario=Gnome Entry,Room=GNOM (Blindsight),RoomID=147502,Player=Gary,Actor=Jollo,Event=Move,Origin=(4, 6),StartFacing=(0, -1),Destination=(4, 6),EndFacing=(1, 0)
    BATTLE LOG: Scenario=Gnome Entry,Room=GNOM (Blindsight),RoomID=147502,Player=Gary,Actor=Muxy,Event=Move,Origin=(7, 6),StartFacing=(0, -1),Destination=(7, 5),EndFacing=(0, -1)
    BATTLE LOG: Scenario=Gnome Entry,Room=GNOM (Blindsight),RoomID=147502,Msg=Hurthin took 4 damage
    BATTLE LOG: Scenario=Gnome Entry,Room=GNOM (Blindsight),RoomID=147502,Player=Gary,Actor=Dugg,Event=Move,Origin=(8, 7),StartFacing=(0, -1),Destination=(6, 5),EndFacing=(0, -1)
BATTLE LOG: Scenario=Gnome Entry,Room=GNOM (Blindsight),RoomID=147502,Msg=The active player is now Blindsight

In this situation charge is comparable to a step attack card -- which are not shared by enemy groups -- allowing a large amount of movement (albeit in a straight line) as well as damage.

Is this intended and dismissed as a powerful situational card -- giving greater value when used by monster groups than by players -- or is this unintended?
