Rushing Aura triggering just too late to help Surging Bolt (a step attack)

So yeah. Used Surging Bolt while Rushing Aura was in my hand. Did the step 1. Then, later, the Rushing Aura popped up and told me I could move more. Too late: I was done with the move.

(I can't remember if I had or had not performed the attack yet.)
