If you place your mouse at the last few pixels of one of the cards in your hand while in the tactics view, the card moves upwards slightly in response to the hover event until it is has moved out or range of the mouse pointer. It then moves back down again since the mouse is no longer hovering over it. This occurs very rapidly and causes area highlighting on the game board to flicker madly. Tested in Chrome. Reproducible.

If you come up slowly from the bottom of a card you can reach a position where the cursor raises the card up -- moving up causes the card to move off the cursor, causing it to fall -- which brings it back on the cursor, causing it to raise again. This results in the fast flickering described above. One solution might be to leave the card's bottom edge remain unchanged when the card visibly raises. (i.e., if the card is 40 pixels high by 20 wide, re-draw so the card is actually 42 high by 20 wide with a 2-pixel transparent border on the bottom. The card can still give the appearance of movement without being subject to flickering.)
