Free draw doesn't draw cards if draw limit is reached

Title sums it up. I played Leadership with no draws left, discarded two cards, and drew nothing after hearing the iconic draw limit noise. Since free drawing isn't supposed to count against your draw limit, it seems inconsistent that your draw limit suddenly comes into consideration if it's already reached.

It happens a bunch. Maybe someday it will get fixed.
