Against dwarfs encumber is just beyond ridiculous, you sit there for two turns without being able to do anything, to make it even more fun there are no graphical indication that you will move 0 squares... My proposition is: add minimum amount you can move with encumber(1 for example) so even dwarfs could move 1 square Increase the amount encumbered so frost skills would be actually useful vs elfs.
An encumber cap would be ok - like moves allowing a minimum of 1 no matter the stacking, just like you mention. On the other hand, encumber makes having access to other attachments to override it very important. COULD be consider WIP, also - this makes cleansing and similar something that's not scoffed at in MP. Hard to say.
Movement is the downside to the dwarves higher HP. I don't have a problem with my dwarves. They all have boots with sprint. and dwarf talent with charge
It could be made into a percentage of move, but that adds complexity of calculation and also reduces the real impact.
How about: Weak frost - Reduces any movement by one. Strong frost - Reduces any movement to one. So even under strong frost, everyone will be able to move at least a little. Also if they are stacked on a character, now they cannot move at all regardless of race, assuming strong takes effect first. This could also allow movement increasing effects to be a counter to slows still, by being applied last. Example: Character wants to Dash and has Rushing Aura, a +2 movement card. Character is afflicted with weak then strong frost and tries to move, the effects are applied as strong, reducing sprint to 1, weak, reducing to 0, then Rushing aura is applied, bringing it back up to 2.
