The rules have always been written on the cards in one of two ways, either as card text or as keywords with tooltips. There is no room to fit all rules into the card text so the keyword tooltips save space. Once you have read a tooltip a few times you remember it so having Encumber on the card quickly tells you what the card does. You still don't need to refer to some rule sheet outside the game to have all the necessary information for playing the game. The situation hasn't changed with the balance changes. Only some rules have changed. It is completely arbitrary that Encumber just used to stack and now it stacks but also allows moving one square. You couldn't somehow just "know" the old rule beforehand, you had to learn it from somewhere (e.g. a tooltip). The same goes for the new rule. Basically, it seems to me you are actually saying: "It kinda sucks to learn new rules. I used to know the rules but now I don't any more and I have to read them again." This is fine, learning is work, after all, but you seem to imply that the rule documentation system has changed for the worse when it is actually the same.
Ok, thx again. Did not read the tooltip. But then it should show up as a new card - cause it's different now...
