chat improvements

I'm sure you've thought of these, but here are some low-hanging fruit to deal with problems I've seen in chat:

1) rate limit chat messages to 1 per second
2) offer a hint about the popup menu that lets you block people

 

3) prevent the same previous message from being sent again (within 15 seconds? - I was copy-pasting a "how to block" announcement every 30 seconds for a bit)

 

4) give us old-timers 100+ reports, 'cause I ran out almost immediately

 

5) GIVE ME THE BANHAMMER

 

6) Report the spammers to Valve
edit: we can do this ourselves!

name in chat > profile > steam --> launches profile page
if you're logged in, click on "more" > "report" > "spamming ad/links" (that's what I picked. harrasment might also work) --> type in a comment about spamming Card Hunter world chat, and submit

 

I agree with #1 and #2 and #3
