My friend is being deployed and wants to know if he can give his beta key away, or if it is tied to his card hunter account?
If the key has been used then, IIRC, it's done. What he does with his account is up to him (beyond trying to sell access to it): give it to a friend, give it to an enemy, let in languish in obscurity.
