By its wording, Quick Reactions should only trigger on targeted rather than area-of-effect spells, but it does in fact trigger on cards like ember burst, purging burst, etc. edit: cf. Dodge, Reflexive Teleport... which don't trigger on bursts
While you're at it you could add Defender's Block and Cause Fumble to the list that trigger on non-targeting attacks when their wording indicates they shouldn't. While (as you note) Dodge, Skip, Jump Back, and Reflexive Teleport all function as worded. Of course there's the added conundrum of things like Cone Of Cold and Flame Jet that also don't target characters but "Attach to target."
Good points. I would suppose that Defender's Block and Cause Fumble should be reworded to say "affecting" rather than "targeting", since blocks work on all attacks rather than just targeted attacks.
