I used the card to "help the weak" and she healed my character with 15/15 and not my character with 19/23 that although stronger who was most needed... All were the same distance. Sorry for the bad English.
Help The Weak reads: "Heal 5 to your ally with the lowest health. Ties are resolved in favour of the closest." This means that the lowest numeric valued health party member will receive the healing, regardless of max health.
