After you've hit the draw limit, "free draw" effects such as Leadership don't draw. Technically, this is how "free draw" is worded - the draws don't count against your limit. What's left unsaid is that once you hit the limit you're done. Is this working as intended? If it is, could it be clarified that you can't draw at all once the limit is hit?
Yeah, this makes a lot of sense, especially when the card draw is essentially a replacement (e.g. Leadership) and not card advantage or a mechanism to gain card advantage (i.e. Inspiration).
