So if I'm in full screen mode, control click just does a normal click. I can't control + right click on a square to see LoS, can't drag the screen around in the scenario maker. Now weirdly, it works if I'm in non-fullscreen mode. Also in full screen mode, if I click on the load or save buttons for custom scenarios, it does nothing, but I think that might be it tries to open the window behind the Card Hunter full screen window? Running in Chromium on Linux, if that affects things.
