Both battles in Kobold Encampment ask for one too many victory points

The first battle in Kobold Encampment has three Kobolds, but looks like it's asking the player to get four victory points. The second has two Kobolds and three victory points. As far as I can tell, none of the other level 1 adventures have this problem.

Of course, this doesn't stop the player from winning by killing everything in sight.
