Different accounts have different item voids. I don't understand why this often persists as long as it often does, but it happens.

I was specifically referring to different players' accounts.
I actually have 3. I created the second to show the game off to a friend (who, it turns out, wasn't impressed.)
I created a third recently so I could read the new story. In hindsight I could have just used the test server.
I don't play my main account too much anymore - mostly just waiting for the last few legendaries I don't have. The other two are more fun because I'm missing most of my "main" items, and have to adjust. And farm for them.
