When leveling up, the screen " pings" on different locations (XP, Level, health and token). Last level up it "pinged" at the point where a token should appear, but didn't show up. After closing the screen an checking on my character, i did get the token. Just after leveling up. Red circle where screen pinged: In keep, directly after leveling up:

Actually, no. Notice that this is not a different color token at all: it's an ordinary "minor" one, just like the others. The next power should appear at level 15. Thus, this is a possible bug.
Hmm, I tried to repro this - levelling up from 11 to 12 and didn't see it. The new power token appeared correctly. Has anyone else seen this?
A bit more information. I had 2 characters level up at the same time (Dorae an Venwar), happened to both. My 3rd character (Ikang) leveled up to lvl. 12 1 fight later and this didn't happen. I have seen this one time before, but thought i had seen wrong. Don't know at witch level that was, but i think it was eight.
Yes, this just happened to me today when my two main chars leveled from 12-13. Each had a minor token, and it pinged where their existing token was, but did not give me another. I found this post by searching google. *edit* confirmed that when reloading the game, and logging back in. My char's now have the correct amount of tokens showing. I am happy it is purely a display issue. If I see it again, I will see if the game lets me equip things that require that token, to see if it "thinks" I have more than display.
Did you level up in an adventure that won't let you run a character of the level you just became? What I mean to say is, if it's an adventure for level 9-11 characters, and you leveled up to 12? Because I noticed this happen to me when I leveled up to 20 on an adventure for characters level 17-19. It won't let you have that power token on the screen where you're leveling up and collecting loot, but you do have it when you go to the Keep.
I've seen it too. Somehow I thought it had something to do with being in a dungeon that's so low level that that power token might have been unlocked for me, but the dungeon would have de-leveled me and forbidden me from using it? Is there a level threshold where that might create this situation, if you're leveling in dungeons that are just barely high enough level for your character to still gain xp in them? Edit: basically what hwango said?
I actually had something new happen yesterday. My tertiary team leveled to 20, and when the explosion appeared over the level, it stayed at 19. Upon heading back to the Hinterlands Keep, it showed just fine there.
