Only flax can give access to the patrol page, because it's his page on his site.
An alternate method some players use is to post their progress (checking-absent-present) on world chat where someone able to update the patrol page will update the tracker for them. This depends upon an authorized individual being available, but it seems to be a fairly common occurrence. It won't hurt to ask if anyone is present and willing.
