Yes it is unlocked, it unlocked the same time as my friend unlocked it, however, my friend got 80 pizza to try and buy a new skin, and I didn't. :(
I just replayed ALL the missions we played together, because I couldn't remember which one popped the event. Still no free pizza :'(
