It used to be able to self-target before the change to all assist cards being able to self-target, since then Redistribute can not be used on the caster.
Ah, like Purge it probably needs May Self Target added back to it (we did a mass deletion of the keyword when we changed Assists, forgetting that some Utilities required it). I'll add this to my to-dos.
