That's a possibility. But then there are several other level with high number of module but doesnt seems to peak at all (lvl 8 has 5 module and doesnt peak. Lvl 5 has only 2 module but still peak ...). It's just a theory, more data will help us confirm or deny this in the future.

The current data won't even prove (read: we can't be more than 95% sure) that fairy can't appear at every adventure level 1/16 of the time (I omitted the new treasure hunts atm and assumed it won't appear in lvl 1 adventures).
Even if it did appear in every level 1/16 of the time, it would still be very probable that fairy would have appeared in some adventures (a lot) more than in some others.
Then again, in life you don't have to be 95% sure to make decisions so it might be ok to search fairy first from levels where we have seen it more.

And progammer, adventures can drop items +/- 3 (not 1 or 2) levels outside their level.

 

Heh, I just realized that the fairy has my initials: LF

 

... and treasures +/- 4 levels outside their level.
