For the record, there's a difference between "mulling over lots of design and balance issues while actively trying to create new content, fix bugs, *and* add previously requested balance changes" and "ignoring them."

I know, I've read the whole thing. I'm still an advocate of implementing a Draw keyword to identify the cards IP will discard, and setting an appropriate cost for trait cards instead of per round limits. I'm not too worried about designers having access to draw limits because if it's a bad idea it should become obvious during play. If it works well and is implemented, that could also be a good thing.
I also have yet to encounter him. It may not be a truly random thing, it may be based on something else... Hard to say, please keep giving feedback on what you're doing.
When I saw him, I had completed the three level 6 adventures and he appeared at the third end-of-adventure chest. Based on Farbs' comment above my current theory is Farbs has a button he sometimes presses and someone sees the dialog. Try and map that out.
A new part of Farbs master control room? We think there's a RNG behind everything, when actually it's Farbs pushing all the buttons.
I've only seen him twice and both times it was at the end of finishing a mission. Maybe have everyone survive every match increases it? No clue.
Actually I'm just rolling dice. Occasionally they fall off the table, and you experience a lag spike while I look for them.
