Gary didnt choose to tell me about talent points till my first character reached the level to obtain them. My other characters had already had talent points by then.
By "First character" I assume you mean the first character in your party (and the first one you obtained)?
Do you remember seeing the new talents appear (with an effect) when your other characters got them? I assume we're talking about Gary saying "Woo <x> got a talent!" here?
The first character i created. Also the talents when i obtained them didnt update till i moved my location.
Once the level was gained my stats went up as normal and i should have gained a talent point. Once all the exp and level gain was over i flipped between my characters and none of them had talent bubbles. Once i left the screen i was on and went to the shop, they were on the character sheet. Sorry i take for granted im not a dev and need to explain things out a bit.
