Seems to be an order of operations bug. Essentially just got zapped by a short spark, which resulted in Hit the Deck dodging, and Quick Reaction not going off.
Hmm . . . Order of operations, in general, is not a bug: you're supposed to go through your hand from left to right, and this order allows you to plan a sequence of events. You get one sweep through Blocks, and another through Armor, and whatever other cards there are will fit in there . . . somewhere. Thus the question becomes whether Quick Reactions should trigger in the same sweep as Blocks, or pop up even earlier than that.
I hear what you're saying, the regular blocks and armor this makes sense for, since once the damage is prevented you do not care. However in this case there is no such clause. Further the card itself doesn't specify this limitation, though it could be argued to just be general rules of the game. In this case Hit the Deck was before Quick Reaction, going from left to right.
Quick Reactions is a boost, i.e. a pure orange card. It feels to me like this should trigger before any blocks are considered.
Quick Reactions and blocks are checked at the same time (as an "Action trigger", technically). This happens before armor is checked.
I also just had this situation where my block went off so my quick reactions didn't. Doesn't seem right given what the quick reactions card - I should get a card.
