I just encountered this bug in a multiplayer game. I was waiting for my opponent to move, then I finally noticed that my clock was running, not my opponent's. I saw nothing in the log indicating the opponent had played a move. Finally, I noticed something was wrong, and I clicked the mouse. Then immediately, an opponent's action started playing, and it was my turn. I don't think a play log would help here. Maybe it got stuck inside a drag operation or something.
The timer keeps ticking even during animations and net/server lag. I remember once noticing my opponent's timer was at 19:30 and the pieces weren't even on the board yet.
