You don't get a yellow power token until level 15, but there are several weapons that are below level 14, yet require yellow power tokens. Simple axe, Axe of the dark soul, Electrum staff, etc. etc. Now, I freely admit that this isn't a "bug", per se, but it seems...really wrong somehow. The net result, as far as I can see, is that people around level 10 or so start getting loot that they're just going to have to sit on for five levels. That's a long time, and it's really frustrating.
I know I already responded to you on this, but I want to post for anyone new to the idea. Weapons, Divine Weapons, and Staves have two slots for tokens, and are the only items that do this. To compare these to the one-token items, it looks like the designers "average" what's in the two slots. So as you go up from low levels to high levels, token requirements seem to slide along until they hit some threshold, and then POP! You have one stronger token out of two.
Certainly, and that makes sense. That doesn't mean that it has to be designed in such a way that you are getting items that you can't use for multiple levels though. Those particular items could be of a higher level, or a lower power cost. Drawing the player forward slightly is a good thing, if they get stuck are are having trouble progressing the feel of gaining the next 2-3 levels seems beyond reach and counters pulling them forward and may end up encouraging them to give up. The encouragement also drops dramatically because by the time you can use the item, you likely have better items that you'd use anyway -- of course this is all dependent on the random nature of loot.
