So I'm not sure if this is a bug or not, which is why id ask here before reporting anything in the appropriate thread.

during my debarcles in the garnet demon portal, a sequence of cards lead to me thinking i could do something where the game engine sadly disagreed.

my dwarf warrior was hit by a devastating spark, fortunately he had a hit the deck card, which successfully blocked the attack, now i know this stops his movement for the rest of the turn, however, it also prevented me from using my scuttle team card on said warrior, which only moves the other members of the party.

so my question is quite simply if this is intentional or something noone has thought off so far.

Halt stops any movement - which is as intended I believe, encumbering effects doesn't stop team movement abilities atm.

Halt " You can not play movement cards." Team move is a blue card which means movement card, working exactly as intended. The fact is you like me are confused by halt because we expect it to stop the character from moving but it doesn't at all. It just stops him from using move cards intentionally him self.

However, I think it is now under review: I believe I recently had one Halted character in a game while another one of mine played Shift, Team! and somehow the Halted character did not benefit from it. Previously, this would have been just fine because the Halted character wasn't the one playing the card; but now? I think some more testing is in order.

This is true based on observation not clear fact but it still doesn't stop dodge type effects from block or dodge skills as far as i know.

another question then, as im not sure this is an intended result, is frenzy at all supposed to interact with charge? or is it considered a move card and thus not a melee attack?

It is a move card, so no benefit from melee boosts.
