A handicap card: Capricious Teleportation Trait. Attach this card to yourself. Duration 2. When you play a card, cancel that card then move to a random square. Saving roll 2. Keep.
The first one you can target and choose when to play. We already have a few untargeted traits and mandatory actions that damage other chars. My silly card idea: Erratic Charge Up Assist Put a Charged Laser Barrage in the hand of a random char. Could end up in your hand, or your opponent's. And CLB is a mandatory action that explicitly prevents turning when played, so it's gonna be really random. You'd probably want all your chars to have Cushioning Armor before you play it.
This is silly enough it should qualify for Ozyola's Oddments thread instead. Generally in ranked play, you would want to avoid cards that card suddenly end the game regardless of player skill like that. (well, not that there is a solid rule. but I thought this thread is for cards that could seriously be put in player's hand.)
I personally am a fan of the "_______, Soldier!" series, so...... Move, Soldier! Assist card [white]. Create a Run card [Range 3], and put it in target's hand. Don't just stand there, Private--MOVE!

@Super4011 that is a pretty awesome collection of card ideas. I had a pretty similar idea for something like combo strike, and I really like the mechanics of traveling heal and judgment, especially. I don't know if I would like to see magic trade or melting fire in game, but they're both cool ideas. You might want to alter skilled warrior from 1. & 2. to A. & B. - I had trouble figuring out that you weren't saying that it was a block 3+2, and spent a bit trying to figure out what the heck that would mean. I do like the feel of it, with a warrior combo striking one hit after another, bypassing blocks, until someone interrupts the combo. Kind of like a block centric version of frenzy aura.
I've had this idea floating around for months now... Might as well put it into words... Kleptomaniac Utility Trait. Remove a random card from another random character and place it in your hand. Unblockable. no damage no range no types probably Rare maybe Paper or Paper+ kind of wanting to be found on Human Skill items only Q: Thoughts on Boost|Drawback hybrid instead? I'm thinking no because the three Impetuous cards lack a Drawback hybrid background, and a Boost|Drawback like Blind Rage should give you two separate effects, one boosting, the other handicapping. This has just one effect -- which may or may not help anybody, ha ha ha. $¦^ b
If used, I'd think it should only apply to adjacent characters. If you want to rob someone, you have to get out and meet people.
